Noam Bloom d40b93e9ab Added Template&Confs to Tempest Env

When tempests runs on zuul it'll copy templates and static
physical configuration files from the vitrage_tempest dir to /etc/vitrage/

Enabling Vitrage in DevStack

Download DevStack:

git clone https://git.openstack.org/openstack-dev/devstack.git cd devstack
Add this repo as an external repository in local.conf file:

local enable_plugin vitrage https://git.openstack.org/openstack/vitrage
Add this to add notification from nova to vitrage

notification_topics = notifications,vitrage_notifications

Add this to add notification from neutron to vitrage (make sure neutron is enabled in devstack)
