Martin Kopec b7c991cd4e Bump tempest minimal version to 27.0.0 or higher 
Set tempest's minimal version to 27.0.0 or higher in order to
proceed with the patches related to the tempest-scenario-manager-cleanup
which depend on tempest >= 27.0.0:
