Ghanshyam Mann a7b8a48bac Update python classifier in setup.cfg
As per the current release tested runtime, we test
python version from 3.8 to 3.11 so updating the
same in python classifier in setup.cfg

whereto is an app for testing redirect rules like what may appear in a .htaccess file for Apache. It provides a way to test those rules in CI jobs.
