* switch from zaqar.tests.tempest_plugin to zaqar_tempest_plugin
* Cleaned up README.rst and setup.cfg
* Use zaqar_tempest_plugin as a tempest plugin package
* Fixed git-review
* Fixed tox.ini

Implements: blueprint zaqar-tempest-plugin
