tox.ini started failing with Tox4 which had some
incompatible changes. One of them is changing
whitelist to allowlist. Other failure is due to
the skipsdist = True.
Also, remove basepython definition from tox.ini. Tox 4.2.6
failing as testenv:functional{,-py38,-py39,-py310}] format
is leads to missing interpreter error.
