Sync from oslo-incubator
The main purpose is to sync log module with improved py3k compatibility and jsonutils module, that enables passing additional parameters to jsonutils.load(s) functions. Also other modules were sync as dependencies. Change-Id: If0eb67c630708b5e7adc9029562b275011c7eec8
