Since lower constraints job was removed the bounds are not actually tested. Add a note to explain the bounds are maintained on bast effort basis. Also drop old excludes of SQLAlchemy to unblock requirements check. Change-Id: Id467684686d5c6a3b02c34f316301b2bd5f98ab1
