Hongbin Lu 127f305035 Re-enable py35 tempest job

The job 'zun-tempest-py35-docker-sql' was temporarily disabled [1]
to unblock the gate. This patch re-enable this job because
the gate issue should be resolved after a tempest plugin fix [2].
