Hongbin Lu 6c031f8a69 Fix the deprecated rabbit config

Options 'rabbit_host', 'rabbit_userid' and 'rabbit_password' is
deprecated and removed. Those options are replaced by
[DEFAULT]/transport_url. This commit fix this issue in our
devstack plugin.
