Delete obsolete sub-project release notes links

The StarlingX Release Notes landing page has 13 project-specific
Release Notes links. These RN haven't been updated since 2018 and
are not actively maintained. The Docs team agreed that the links
to this old info can be deleted.

The StarlingX Release Notes describe sub-project new features,
bug status, and known limitations, if needed.
Refer to: starlingx/docs/doc/source/releasenotes/index.rst

For reference, the obsolete R1 text is in the specific
sub-project repo, for example: opendev.org/starlingx/metal
