Adding folders for interim PL elections

As we have a few PL positions open with more than half of
the terms still left we are holding interim elections to elect
new PLs. See the mailing list note[1] for further details.

This patch adds the folders for the affected projects to prepare
the repo for the nomination period starting in two weeks.
