Update the 2022 H1 TSC election timelines
This patch adds the dates for the TSC elections in the 2022 H1 period. The elections will start on Tuesday to follow earlier community preference on timing. The patch also updates the number of open TSC seats and the deadline to confirm email addresses for the electorate. The folder for nominations is also created at this time.
