Update TSC election dates and details for 2021 H1

This patch updates the dates and deadlines for the upcoming TSC
elections for the first half of 2021. The patch updates the
number of open seats as well as the deadline to update email
addresses for the electorate that are used for sending out the
ballots.

The patch also adds the new folder structure to submit the
nominations to.
