mmachado 5b7df8de5a Create 900.023 and 900.024 USM alarms
These new alarms are the USM version of the legacy patching and
upgrading alarms below:

900.001 (Patch in progress) 900.005 (Upgrade in progress):
USM Counterpart 900.023 (Software release deploy in progress)

900.003 (Obsolete patch in system):
USM Counterpart 900.024 (Unavailable release is present)

These new alarms will replace the legacy alarms on the patch-alarm
package and display similar behavior.

Fault Management (FM)

The starlingx/fault repository handles Fault Management (FM) services1, and provides the fm command-line interface (CLI)2.

This repository is not intended to be developed standalone, but rather as part of the StarlingX Source System, which is defined by the StarlingX manifest3.
