Tox/Zuul: Docs: Resolve dependency conflict

A new version of openstackdocstheme (3.4)
is incompatible with the current constraint on sphinx.
Removed max version for sphinx.

Test Plan:
pass: tox -edocs --skip-missing-interpreters=false
pass: tox -ereleasenotes
