Steven Webster 02466c6104 Add i40evf driver 
This commit adds the i40evf driver to the host image, which is
needed to enable the SRIOV kubernetes CNI plugins for i40e NICs.

Testing has been performed to ensure this does not affect any
openstack (VM) based SRIOV operations.
