(1)Release Version Upgrade

(2)Remove redundant patches
The patch contents have been fixed in the upstream package

(3)Rebuild the srpm
http://dl.marmotte.net/rpms/redhat/el8/x86_64/ntp-4.2.8p13-2.el8/ntp-4.2.8p13-2.el8.x86_64.rpm
Because this unofficial ntp rpm compilation environment
is inconsistent with the AutoOpts library version of the
installation environment, causing the service to fail to start,
we need to recompile to keep the AutoOpts library version consistent
