This commit updates the containernetworking-plugins and
bond-cni pkgs to use golang-1.18.
Test Plan:
- PASS: downloader
- PASS: build pkgs
- PASS: build image
- PASS: the plugins are present at /var/opt/cni/bin/
- PASS: test the plugins' functionality
