(3)Delete haproxy-env-var.patch, as el8.src.rpm contains the patch info
the new version 1.8.15 contains the functionality provided by the patch
(as opposed to el8.src.rpm). Looking at the history, haproxy-1.6 added the ability
to use environment variables in the configuration file, which is what was patched back,
about patch haproxy-env-var.patch, so delete it.
