Upgrade ostree to 2022.2-1, align with the one in LAT.

PASS: Debian image built successfully.
PASS: Debian system successfully deployed.
PASS: Debian patch successfully installed/removed:
- Upgrade runtime ostree with original ostree 2019.2-1
- Downgrade runtime ostree to 2019.2-1 with upgraded ostree
- Install/remove patches with upgraded ostree 2022.2-1
