debian: Enable minimum required platform services
Systemd provides preset files which may be used to encode policy which units shall be enabled by default and which ones shall be disabled. Add: - 99-default-disable.preset to disable all services by default - 90-default.preset which aims to align with services enabled in CentOS This file was delivered via the systemd package under CentOS. Adjusted for Debian compatibility. - 85-debpkg-issues.preset to align service enablement for StarlingX services where the current packaging is not enabling services correctly. This file is temporary until packaging issues are resolved. This commit aims to add CentOS/Debian service enablement/disablement compatibility post-installation.
