Jim Gauld f705c6b203 Add apiVersion to empty kubelet_override.yaml ... Kubernetes upgrade control-plane step was failing due to kubeadm not accepting the format of the empty kubelet_override.yaml file. This file minimally requires the apiVersion to be specified even if there are no actual overrides. This adds apiVersion to the kubelet_override.yaml file.
