It was recently noted that the `chartmuseum` 0.12.0 binary, hosted on Amazon S3 [1], is no longer publicly accessible, i.e., the endpoint is returning `403 Forbidden` when accessed. Since this is impacting the setup of new build environments, this change proposes the upversion of `chartmuseum` to 0.13.0 and the use of the corresponding binary hosted on get.helm.sh [2].
