This work is part of Debian integration effort. This work only affects Debian. This work will work around an issue seen during puppet apply on worker nodes. This obsoletes workaround [1]. In fact we move the logic here such that we don't require manual intervention anymore. Tests on Debian: PASS: both controllers unlocked on a Standard deployment. PASS: puppet manifest applied on worker node. PASS: both controllers unlocked on an AIO-DX deployment.
