Jim Gauld 9627820620 Engineer IRQ affinity to decouple applications from platform ... This changes the kickstart kernel boot args to be consistent with sysinv engineered value of irqaffinity. The default IRQ affinity setting is calculated in sysinv. The intent is to engineer IRQs on application cores if they are configured.
