Roberto Luiz Martins Nogueira bb06207bd2 debian: correct bindir for maintenance services - mtce 
Deploying to /usr/local/bin instead of /usr/bin for maintenance
services mtce, detected in  Debian 11(bullseye).
Without this patch the ocf script will fail to run.
