Kyle MacLeod d3e7620045 Modify miniboot kickstart to implement single ostree pull 
The initial ostree pull is directed into a mounted
/sysroot directory. During the nochroot stage the
pulled /sysroot repo is subsequently moved
into the rootfs and the ostree remote is reconfigured.

Test Plan:

PASS:
- verify subcloud install and bootstrap via
  dcmanager subcloud add
- verify single network pull for ostree
