Jerry Sun 92ed6fecc7 Set up openstack cluster role for pod security policies 
This commit adds a helm chart that deploys a rolebinding to the openstack
application to allow deployments to the openstack namespace after
PodSecurityPolicy plugin is enabled on the Kubernetes cluster.

k8sapp-openstack

This project contains StarlingX Kubernetes application specific python plugins for the openstack application. These plugins are required to integrate the openstack application into the StarlingX application framework and to support the various StarlingX deployments.
