Charles Short b6dab01113 Enable py39 tox gate/test for app plugins 
Add support for tox testing under Debian Bullseye by
enabling a python3.9 gate and tox target for exercsing
unit tests.

k8sapp-portieris

This project contains StarlingX Kubernetes application specific python plugins for portieris. These plugins are required to integrate the portieris authorization application into the StarlingX application framework and to support the various StarlingX deployments.
