hbai 0cf8b18280 debian:build-image: Create the initial script to build image ...

Create the initial script 'build-image' which helps to check
each repo contains the defined packages in list file, and
launch the LAT image building.
This commit also includes 'debdownloader' to download the
needed binary packages and upload them to local repo.
