Add syslinux-utils to base-bullseye.lst

Distributed Cloud requires the usage of "isohybrid". This is
present in the "syslinux-utils" package.

TEST PLAN:
PASS: Verify that "isohybrid" is present and functional on the
      installed Debian platform
