This commit fixed the issue that it does not clone the
chroot if the required chroot instances less than 2,
actually it should also clone the parent chroot to the
working chroot with suffix 1, otherwise it can not find
the working chroot and fails to build package with serial
mode which requires only one chroot instance.
Test Plan:
Pass： build-pkgs -c --parallel 1 -p <package name>
