The option '--chroot-setup-commands' is used to give
higher priority to the local repositories 'deb-local-build'
and 'deb-local-binary' in chroot before dependencies are
installed.

Pass: The build dependencies are searched first in deb-local-build
then in deb-local-binary, last in the configured debian
official repositories.
