This commit adds helm charts of placement to openstack-helm
Related openstack-helm upstream change is
https://review.opendev.org/#/c/662229/

Below test pass on both AIO and multi setup
1) Openstack Application apply and reapply
2) VM creation and delete
3) Active controller switch and create vm after that
