Charles Short 9e61d63aee Update debian_pkg_dirs for client packages 
Add openstack clients to debian_pkg_dirs. This way they
will be picked up by the build system and packages built.

Instead of having merge conflicts for each client review,
provide a single commit updating debian_pkg_dirs.
