
After splitting the virtualization packages (Libvirt and QEMU) from `starlingx/integ` and moving them to `starlingx/virt`, it has been observed that the `qemu-img` command is no longer present in the platform. By taking a look at the packages migrated from `starlingx/integ` [1] to `starling/virt` [2], one can see that the `qemu-utils` package was left behind in the middle of this process. Therefore, this change adds the package to the Debian ISO. [1]2d3951f713
