Zuul configuration files for the Vexxhost tenant

Monty Taylor 103a013994 Add pipeline definitions ... There are no pipelines defined in the opendev tenant. This makes it exceedingly hard to, you know, put jobs in them. Also add noop jobs for this repo so that we can land changes without force merging. And add a license file to make it clear that content is Apache. These are copied from the zuul tenant.
