Initial support for bindep

This is a cross-platform list tracking distribution packages needed
by tests; see http://docs.openstack.org/infra/bindep/ for additional
information.

By using this, we removed the default set of OS packages installed by
openstack-infra, allowing browbeat to handle the installation of them.
