Sanjay Chari 4f86568114 Add link file cleanup to rally_cleanup.py 
Rally context from dynamic workloads creates link files for
the VLAN interfaces created for multiple external networks.
These link files are cleaned by rally context after all iterations
finish running or after the rally process is stopped gracefully.
However, if the rally process is preempted without cleanup by user
intervention, rally_cleanup.py script can be used to clean up left
over resources. This patch adds ip link file cleanup to the
rally_cleanup.py script.
