In previous version TripleO would create resources, no matter if the operator needed them or not. We took advantage of this. Also, the openstack cli uses stderr to dump output about GET/RESP. We want to ignore this to avoid problems Change-Id: I9b54f212e4bbd6d88d765eaba746bd2a126dbe16
