Sanjay Chari 6fc3f0fe75 Add num_tenants to nova_boot_in_batches_with_delay ...

This patch adds a parameter in browbeat-config.yaml for the
number of tenants to use in nova_boot_in_batches_with_delay.
This is required in scale testing.
