Dmytro Dovbii f683ec34b3 Initial commit for lbaas library ...

* adds lbaas interfaces
* adds HAProxy implementation

This commit makes refactoring for old python-based version
of LbaaS and makes LbaaS-interface library and haproxy-based-lbaas
packages deprecated.
