user is no longer required for init-keystone
Since init-keystone can now be told whether or not to perform PKI setup, user can be demoted from a required by default parameter to an optional parameter, only required when performing PKI setup. Change-Id: I24820c8497798d408ba25453e1cededf3ed2fe71
