Remove old and unused constraints environments from tox.ini. Those have never been used. Use standard environments as default list. Note that the repo has in the past not used constraints in OpenStack CI, this change keeps the status quo. Please feel here a long description which must be at least 3 lines wrapped on 80 cols, so that distribution package maintainers can use it in their packages. Note that this is a hard requirement.
