Ilya Shakhat 656bce0238 Split huge wep.py into several modules ...

* Extract all vault functions
* Extract decorators and parameter processing functions
* Extract helper functions
* Extract reports and turn them into Flask Blueprints
* Move report templates under report/ subfolder
