- Remove redundant test-requirements and require horizon
  Note: This implies newer versions of django

- Use openstack_dashboard.test.helpers.TestCase
  To fix the following error with py3.
  TypeError: unhashable type: 'TestNeutron_taas_dashboard'

- Update uses of urlresolvers
