Tomas Sedovic dbfa71f490 Reorganise the tuskar files
The dashboards/infrastructure were moved to tuskar_ui, so were the
Tuskar API helpers. Non-tuskar files were removed.

The Infrastructure dashboard will become a Django Application available
in the tuskar_ui package.
