1. Recommend to use `whoami` instead of USER because some dist may not have USER set. 2. Check if the folder '/etc/valence' & '/var/log/valence' exist before create them to avoid the error message like 'mkdir: cannot create directory' Change-Id: Iaf57a2b040798e1bf2ca3248cf091ed3715b175b Closes-bug: #1642875
