Drop usage of RpcProxy from L3PluginApi

Browse Source 
Drop the usage of the RpcProxy compatibility class from the
L3PluginApi.  The equivalent direct usage of the oslo.messaging APIs
are now being used instead.

Part of blueprint drop-rpc-compat.
