Roey Chen 007df9c5d5 NSXv AdminUtil: Final touches 
- Add default-gateway option fo GW edge creation
- Remove 'learner-protocol' option when creating redistribution rule
- Remove dependency on neutron-dynamic-routing
- Make sure bgp and route redistribution is enabled before adding a rule
- Use the correct function to create a BGP neighbour object
